My Story
I am a Professor of Applied Psychophysiology, Board Certified Sexologist, Surfer and Student of Life. Veteran and Retired Law Enforcement Officer. Police Chaplain and PTSD Advocate.
This is the story of how my character, my integrity, my reputation and livelihood were shattered on September 8th 2022 by two mainstream media reporters who began a campaign of lies, misinformation and misrepresentation about my work, education and specifically my relationship with the Calgary Police Service. This is the uncensored story of what happened which is complemented by physical evidence refuting the many lies that were spread across various media outlets and social media platforms. There is no short version of this story as it is very long, detailed and complex. My story is a prime example of how the media can distort the facts to suit the narrative of its socio-political beliefs and how it can devastate the lives of individuals who end up being caught in that crossfire. This is a story that was five years in the making.

January 2019 - The Beginning

This story begins in the city of Anaheim California on January 2nd 2019 when the school I was working for, the College of Certified Psychophysiologists, was putting on a complimentary one day in-person training seminar on the subject of "CMT-Cognitive Mediation Technique". CMT is an application for individuals suffering from P.T.S.D. and anxiety where their physical symptoms can manifest into full blown panic attacks. The research paper which I co-authored with Dr. Veronica Maxwell was first published on ResearchGate and Academia back in 2018. You can read it here. It teaches individuals how to apply the physiological benefits utilized in meditation to the cognitive mind so that it may be applied outside of a mediational environment to help manage P.T.S.D. and Operation Stress associated symptoms.

The seminar was advertised in various venues on the internet and social media platforms including LinkedIn. On January 5th 2019, I was contacted on LinkedIn messaging by an individual by the name of Stacey Ferland. Stacey was the Director of the Wellness & Resilience Unit of the Calgary Police Service. She was expressing an interest in the advertised CMT Seminar but indicated she was unable to travel to California to participate, She asked if it would be offered at a later date as well if the training would ever be offered in Canada. At the time it was not known if this would ever be delivered in-person in Canada but I did suggest that future offerings of this seminar would likely have a LIVE stream option on the internet.

Over 2 years had past since I had any communication with Stacey when she sent an email to the general information email that was posted on the College website (info@ccp.college) where she requested information be sent to her regarding a program we offered, specifically the Ph.D. in Police Psychophysiology.

Sarah Boardman who is the College's Director of Admissions fields this email account and is responsible for not only the Admissions process but also for general inquiries into the school.
Sarah sent Stacey an email on January 24th 2021 with the information that she requested. The email that was sent contained an attachment of a brochure which outlined the details of the Police Psychophysiology Program including course requirements and costs.

Several months had gone by since Sarah had emailed Stacey about the information pertaining to the program she was interested on and then on May 07th 2021 Stacey messaged me via LinkedIn and asked if we could set up a meeting via Zoom to further discuss the program and the school. A Zoom meeting was set up for May 13th .

We had the meeting on May 13th which lasted for about an hour or so. During this meeting Stacey discussed what her role was with the Calgary Police Service and some of the initiatives she was trying to take to make a difference in the lives and support given for the men and women who serve CPS. We talked about the failings of the current mental health field and the lack of holistic practice leading to lack of efficacy in treating individuals suffering from Operational Stress Injuries. We also discussed the success of utilizing Critical Incident Stress Debriefing/Critical Incident Stress Management in law enforcement as a preventative measure in reducing Operational Stress Injuries.
We then began to get into the meat and potatoes about our school and the Police Psychophysiology program offered by our school. I shared with her how my 14 years of law enforcement was pivotal in the creation of the course I wrote “Understanding The Police Subculture” which was part of the program and how most civilian therapists don’t have a grasp of the Police Subculture and thus therapeutic techniques successfully deployed on civilian population, many times don’t have the same level of success with the First Responder community.
I explained how our school operated, described some of our faculty and how the school was really the first in seeking to shift Psychophysiology from a research field to a field of practical application. We talked about how many traditional outlets of academia are directly influenced by Big Pharma and that there is a business/profit model vs. a healing model that is driving a lot of mainstream physical health and mental health education and practice in the world.
Accreditation was discussed and I explained to her about the College’s legality to confer degrees was limited to those with membership in the professional organization of the North American Board Of Certified Psychophysiologists. I explained the accreditation process was extremely lengthy and expensive and is not government administered and that one of the reasons that make our school competitive and attractive to our students is that our tuition is about 75% less than other accredited institutions. She agreed with that point stating she had looked into another University for a Psychophysiology program and calculated the cost to be around $ 80 000.
Stacey also wished to have a further Zoom scheduled for other members of the Wellness & Resiliency Unit to have an opportunity to discuss the program and ask any questions of me pertaining to the school and the program. This meeting was scheduled for June 3, 2021.
Later that day after the meeting, Stacey emailed our Direct of Admissions Sarah Boardman some specific questions in regards to the information that Sarah had provided to her about the Police Psychophysiology Program. Sarah answered the questions and sent them off to Stacey.
May 19, 2021
Early in the morning at 1044hrs Stacey advised she was in processing of writing the business case for the training and wished to proceed with the application process of becoming a member with the NABOCP and to invoice her the $160 USD application fee. Sarah prepared an electronic invoice in that amount and emailed it to Stacey.
Later that afternoon at 1352hrs Stacey emailed back to Sarah Boardman that CPS has asked her to write a business case to secure funding for 4 x individuals to enroll in the Ph.D. program she was in the process of submitting a business case to her executive to secure funding for the training and would hold off paying the invoice and proceeding with her application until funding was given.

I confirmed the Zoom meeting by sending the links to Stacey. I initially tried to message her the links on LinkedIn put her profile had disappeared so I sent her an email. She replied that she got it and further indicated that she took down her LinkedIn profile because CPS had been receiving some unwanted messages on social media so she took it down for a while.

At 1330hrs a Zoom meeting took place with myself and members of CPS Wellness & Resiliency Unit. In attendance from CPS was Stacey Ferland, Yasmin Banji, Marnie Bolin and Susan James. The purpose of this meeting was for me to present the North American Board Of Certified Psychophysiologists, College Of Certified Psychophysiologists and the Police Psychophysiology Program to the group. The meeting lasted for 1 hour and 28 minutes.
I talked in great detail about the field of Psychophysiology and its practical application in the wellness of the law enforcement community. Each of the attendees has a list of questions pertaining to either the school or the program itself and I happily answered them. I played a couple of videos that gave a sample of our demographic of student base as well as the nature of how our online learning was delivered.

That evening I got at 2012hrs I received an email from Stacey stating that the Zoom meeting was a great program orientation and she thanked me for it. Stacey then advised that she would keep me posted on the approval for funding. Her Deputy Chief who apparently is the person who could approve it, was away until June 14th and she mentioned that during that time period Stacey was the acting Deputy Chief. She said “maybe I will approve myself lol…kidding”.

I received an email from Stacey stating she had secured funding to enroll 2 x students. She was continuing to seek additional funding for the other 2 x individuals in the unit she wanted to enroll but stated they might have to wait for the following year to enroll in the program. She asked a question about payment for the Dissertation Advisors. Normally when students enroll in a graduate program tuition is paid to the school but the Adviser fees to walk them through the process of writing the thesis or dissertation are payable directly to the Adviser. Stacey asked if she could pay the total amount in one payment including the Adviser fees to the school. I replied I would make an exception for this and the school would forward the fees to the Adviser. The Adviser Fees were in total $2460 CDN per student which are normally paid to the Adviser.

At 1309hrs Sarah received an email from Stacey asking for the 2nd NABOCP Application for Marnie Bolin and to send Marnie and electronic invoice for the application. The electronic invoice was emailed at 1326hrs. Payment of invoice was received at 1346hrs and the application was emailed to Marnie.

Marnie emailed Sarah for an exact breakdown of the associated fees that would be payable to school upon being successfully accepted into admission with College. Sarah sent a detailed description with the total fees payable for tuition and Adviser fees for 2 s students would be $14 500 USD working out to $17 608 CDN.
June 19, 2021
Marnie emailed Sarah and advised that Stacey’s father had passed away in the UK and there would be a delay in Stacey’s NABOCP application being completed and submitted. Both Marnie and Stacey were offered a scholarship that paid 25% of the tuition but there was a time expiration on the scholarship and they didn’t want to miss out on the discounted tuition. Sarah brought this to my attention and I took it to the Board for their response.
June 22, 2021
On this date Marnies completed NABOCP application for membership was submitted and submitted to the Membership Board for review. The Board also reviewed the situation of Stacey Ferland. The Board unanimously agreed to grant License Qualifying to Marnie Bolin and granted Stacey Ferland a temporary 60 day license qualifying to Stacey Ferland to allow her to be accepted in the school within a scholarship deadline of June 30th on the condition that her completed application would be submitted in the next 60 days. Marnie and Stacey received confirmation by email from the NABOCP Membership Board and both were invoiced annual license fees in the amount of $250 USD working out to $307.71 each.

Both electronic invoices for annual licensing fees were paid. Sarah prepared and emailed Offer of Enrollments for both Stacey and Marnie to be signed and returned.
June 24, 2021
Sarah received signed Offer of Enrollment for both Stacey and Marnie. Stacey had made a request from Sarah regarding billing as there were daily limits on their CPS credit cards. She asked for each of them to be billed in 6 daily installments of no more than $4000 per transaction to allow for payment to go through.

Stacey and Marnie were assigned login credentials to the College’s student web portal and officially began their studies.

Stacey was gifted 4 CISD certification courses, 01 for her and 01 for Marnie, and 02 additional spots to allow them to see the value of learning this skill set to be utilized within the CPS. The online LIVE course was scheduled for July 15-16th 2021.

The Day the CISD training was taking place I received an email from Stacey mid-day stating the feedback from her staff was that the training was really great and they were enjoying it.

After the training was completed I received an email from Stacey stating that the training was “incredible” and that tragically, one of their civilian members had been killed just at the end of the training that they were attending to.

Based on the positive feedback of the participants who took the training, and the relevance of just losing a civilian member, I further gifted 16 CISD Certification courses to CPS spread out over the next 4 months.

Received an email from Stacey advising she is really enjoying the relationship between her Dissertation Adviser Dr. Patrick and she is beginning the journey of writing her Dissertation.

The feedback was so positive from the CISD Courses that were gifted Stacey requested to purchase 5 more spots in the training. I discounted the normal price of $250 USD per person down to $200 USD per person.
September 01, 2021
After using all of the 16 complimentary CISD courses, plus the additional 05 she purchased, Stacey purchased 01 additional spot for someone she wanted to have the training who was a Clinical Social Worker with CPS.

Stacey advised that after reviewing the Certificate In Police Mental Wellness Program, CPS will be enrolling 01 individual into the program in January of 2022. Stacey also requested one more CISD Certification training spot.

Stacey asked me if I would consider flying out to Calgary to give a talk to members of the CPS Executive team. I advised I would be happy to and she said someone would get back to me with details and dates.

Stacey advised CPS was so happy with the quality of trainings and the Certificate In Police Mental Wellness program that they were putting a note in the paystubs of members that if they wanted to take the training that CPS would pay for it.

Received an official invitation to come and speak asking me to talk about my personal insights as a first responder and as a Psychophysiologist regarding post traumatic growth and how I had overcome my experience if PTSD, at CPS requesting my fees for speaking and that they would cover all fees and travel expenses.

We had a telephone conversation later that day and she made reference to an email she received a while back that was so hurtful she just disregarded it that said some very hurtful things about myself and CCP. Dr. Maxwell explains that is not my mother. This took some convincing as Charles claimed he had a photo of me and my Mother. Dr. Maxwell asked where he got this information from to which he replied the internet. Charles demanded to know details of if CPS contacted me during their investigations. Dr. Maxwell did not give answer only that my father was dying and that maybe I would contact him regarding those questions in the future.

It has been almost 2 years after a false story was posted in national media outlet about the school I teach at and myself which purported fraud and misrepresentation in regards to my relationship with the Calgary Police service who hired our school to teach their members. The Calgary Police Commission who oversees the Calgary Police Service, continued to post a link on their official website of this slanderous and false media story. This week my legal team had the link removed from their website.

Additionally the CPC posted the results of the investigation which stated no wrongdoing on my part of the part of the College Of Certified Psychophysiologists. This is the first step of MANY in seeking accountability, reconciliation and compensation for those individuals and organizations that hopped on the slander bandwagon and attempted to shut me down.
